Ported from archive/prepaid-traffic-main at 086bea6: splitwell traffic control in bootstrap-canton.sc and start-canton.sh -t, the log ignore file, the sync operator CI job, and SyncOperatorIntegrationTest with its helpers. Signed-off-by: sadiq1971 <sadiqurr8@gmail.com>

Same read cost, base traffic accumulation, submission window and free confirmation responses as the global synchronizer on mainnet. The base rate stays zero under -t. Signed-off-by: sadiq1971 <sadiqurr8@gmail.com>

Summary: ports the sync operator integration test and the CI harness it needs from the archive branch. The check that a participant without a validator app transacts waits on canton-network#4879; removing the app's participant and Scan client is planned in ChainSafe/canton-extending-mainnet#162.
